What should you do if another site owner is stealing your exclusive photos or articles for publishing on their own site? Is there a legal remedy?

And, chances are, they are stealing content from other sites. So if they are not reported, other webmasters will be hurt too.

This is easily done with javascript. However, people can easily bypass the javascript with the browsers built-in inspector tools. The best way to get the content removed is to email the webmaster of the website with a take down notice by DMCA. If they fail to comply, then contact search engines and I'm sure they'll remove it.
