Is commenting on blogs with high PR really good for websites SERP ?

Well I see many sellers providing pr1 to pr7 backlinks etc . 
I really don't know more about SEO so can any one tell me that is it really good for site to buy High PR backlinks,
I have heard google may ban our site for penalty for backlinks?

Yes it is if you don't spam and don't choose the blogs without proper planning. As you know google has his own algorithm and you need backlinks from related content sites blogs are really playing in this point. I personally use blog commenting and don't find any problem. Build your wide list of blog footprints. you'll never have any problem and  your site will be benefited.

I like your style of focusing on blogs for your backlinks. I know that there are countless of popular bloggers around us that give us a wide variety of choices for the niche. It’s like saying you will never run out of good blogs to read and also to comment so that we can leave a quality backlink there. It depends. SOme might say that the link juice availablke is minimal, some might say it leads to spam links. for me it is one of the many types of links I build. so build them, but not in bulks.

not really, those kind of backlink will only last within one or two weeks. The same page will get another comment sometimes it could reach hundreds comments, and the page lost their authority. Not to mention some people were very rude, using bot to put the comment with some nasty links
