I think he means that yes it can help to an extent in that it would be creating a backlink to your site and help your site to rank higher in the SERPs and because it's a Google site it would be worth having. I often create a site on them for any new site I have, put some great content on them, link to your site and your social profiles on it, update it regularly with new content and do some SEO on it and it can rank high like any site can.
Since google.com is from Google, don`t Google love his backlinks? And is this against Google's TOS? This is what I am asking ...
No it's not. You are allowed to create a Google site for your own personal reasons and legitmate business reasons too. Such as you would create a site on a Web 2.0 blog like Blogger or WordPress or Tumblr, LiveJournal etc etc. Of course they do have terms and conditions for using them like any free site does but so long as you're not using it for anything bad other than just a website that is fine and of course as it's a Google site, Google can't punish it's self. But as it's a Google site it's also a high authority site. Although not necessarily your site as there are many of them and you need to do SEO on it for it to rank for anything in most cases!
I am pretty sure that would go against google's ToS. I wouldn't try it myself, sounds too risky.
Why would it be against Google Sites TOS to create a site on sites.google.com? Are you sure you understood the question properly?
I don’t think that Google will be playing favorites but there is a sense to that notion because if indeed Google will favor the blog on Blogger instead of a blog in Wordpress then it will bring in more business for Google. But I honestly believe that Google is not playing favorites when it comes to the search engine function that it looks at all the sites equally and fairly.
