Is it allowed to sell Phone Verified Account?

I'm new at here. Would like to know about the terms at SEOclerks. Is it allowed to sell PVA accounts?

i think selling PVA accounts are not allowed on seo clerk because it contain illegal work..

I think it's okay if you only sell few. It's possible that a client needs account to a few web sites and he/she don't have time to do it.
