Is PayPal a Permanent Method ?we are facing a lot of trouble

Hello everyone. I hope your coming days will be filled with happiness and success. 
I want to talk about payment method.
i am from pakistan. And I think all of us Pakistani Freelancers are working on seo clerks, we are facing big problem of payment method.
PayPal is not allowed in our country. 
I want to ask will the paypal be used as permanent method. 
I think it should be like this, the seo clerks must be given the payment method of payoneer so that we Pakistani can take advantage of it.
Because of paypal Method, we are in a lot of trouble. 
Some senior sellers guide me is paypal permanent method or payoneer method will be allowed.
