My brother want to join SEOCLERKS but he is under 18 so he haven't Bank Account & Payonner Account. He want to add his account my Payonner Account. Is it safe or out of seoclerks terms of service?
He also want to use my computer but is it really possible?

Your brother should obtain his own Payoneer account, just to avoid misunderstandings. If there are too many links between your account and the brother's account, the staff may assume you are one person on two accounts. That can lead to ban of both accounts. To ensure no issues, you should have your brother contact support to submit ID when he joins.
