How can a webmaster prevent high bounce rates? What are the things needed to be done?
Make sure, your landing page is interesting enough to retain the visitor on your website and make it simple for him to find other subpages

It all depends of where the traffic is coming from, if you are ranking up for a relevant keyword to your site than the bounce rate will be low, if you are using incentivised ads the bounce will be higher , moustly because these visitors surf for the money or they are only bots
One of the ways to decrease bounce rate is by improving engagements on your website. You can improve engagements by encouraging people to leave comments. When commenting, people spend at least 2-3 minutes on the page. Longer the people remain on your post, lesser is your bounce rate.
My take on the bounce rate is dependent on the quality of the web pages starting with the design up to the contents. When the content is interesting then for sure the user will stay longer for a lower bounce rate. To prevent a high bounce rate, the web pages can be enhanced and the contents can be rewritten to show better quality that will give the users a better read.
