Will it matter for SEO if your domain is singular or plural? For instance, if your site is about women dresses, should you use the word dress or dresses in the domain? Or, some similar example. What would you do?

Google will usually ignore tense and plurals for keywords, even with domain names. Although adding a plural version of a keyword might give you access to a keyword you would not be able to use otherwise.

The word you use on the domain should be the word people use to search online. First of all, check the singular and plural wor on the keyword research tool. Use the one that gest most search hits. If you sed singular word on the domain, use plural work in the site title. This will help you tap the market.
