Almost everything is similar to google guidelines, even search results Bing content guidelines. On serious note, it is known that bing gives more importance to onpage content/optimization than offpage. It is not a guideline, but an observation made by many seo genius.

I have read in several discussions in this site that what SEO work that you do for Google will also work for the other search engines including Bing. And you don’t need to submit your link to search engines because when your website contains substantial contents then it will automatically be recognized by the search engines. But the contents should be good ones which should be well written and relevant to the niche.
