Daily traffic is an important criteria to consider before advertising on a site. As well as placement of the ad. If you aren't getting a prominent spot for your ad, it won't be seen.

This reminds me of one freelancer friend who told me the story of another friend with a new website who paid for advertising to another freelancer. The advertising was actually a manual way of promoting the blog but it was posted on obscure sites with not much traffic. It was like doing something without thinking of the result. My take on such SEO worker is that he lacks the knowledge.

Has the site every been banned or blacklisted from Google's search engines? I wouldn't want to get a backlink to my site from a site that Google hated.

Perhaps the first thing to consider when posting an advertisement on a website is the traffic. Of course, why advertise on a website that has no traffic at all. Second consideration is the theme of that website, it should be related directly or indirectly to what you are advertising. For example your advertisement is about clothing then a fashion website is more appropriate. Also, it is preferred to have a creative advertisement instead of the standard of traditional, something that will stir the curiosity of the readers.

In my opinion giving the site owner a good deal or an X deal would be in your best interest. Making site owners happy ensures that your adverts would be recommended by the owner of the site.
