Options For Dispute of Partial Delivery (25% Missing)

Well I purchased an item from a seller which was advertised at 2.2M marketing leads but only received around 1.67M and a lot of duplicates. Is it possible to get a partial refund for the items not delivered or will the whole sum be in question? I contacted the seller about a day ago with no response, and I have about 3 days to get this sorted before it auto completes, would rather not dispute right away. Any help or insight is appreciated.

hes already suggested that he cant complete based on the listing, wants to swap the missing work for something else or offer a partial refund. i messaged him again but no response in 2 days
