Penguin and Panda were nothing however algorithmic rule updates, Their focus is to prevent to spammed sites in top Google search results and to penalize sites which use blackhat SEO and Greyhat SEO techniques.

Panda focused on site's content, it searches for poor content, duplicated content, copied content, poorly spun, etc.

Penguin analysis backlinks, it tries to see that backlinks were created with spammy blackhat techniques

I guess you should not concern yourself with the Google Penguin and Panda because it is about the changes in the Google’s search engine algorithm. When you do a search for something that uses a search engine then the Google Penguin and Panda has an effect but I don’t think it concerns the users because you still get almost the same results in the search list.
