Can I transfer money to non-approved payoneer account ?

I am having one payoneer account not approved yet can I transfer money their now ?
and suppose If I will transfer 5 $ Then how much will be reduced and how much I will get ?
And is it compulsory to enter paypal email to transfer to payoneer !

It is not necessary to enter papal account to withdraw to payoneer as your payoneer account is completely separate. But to withdraw your money to payoneer your payoneer account should be approved and activated.

First of all you should activate your account for transferring any balance. Without getting approval you may cannot transfer any balance.
After successfully activate your account you can transfer $5 without any deduction. Charge is 0%. You will charged 3% if you withdraw $100.

no dont send your money on without activated payoneer account. if you do that then possible they will block your payment . same problem i facing about one month before but now its all fine
