The social bookmarking sites that I am involved with have instant approval system. I am with Pinterest and StumbleUpon and your links on these sites are approved instantly. I have also used Digg in the past and this social bookmarking site also has instant spprtoval system.

I think most of the bookmarking sites have no red tape and your registration is almost automatically approved. Check the popular bookmarking sites like Reddit and Pinterest. If you want more then you can do a search for the list of bookmarking sites so that you will have an array to choose from. But take note that the links of your site that you post in those sites will not automatically have an effect on the traffic of your site.
