No, dead forums and websites can never be a good source of quality links,because before you can a site or forum is dead it means the pr to the site has dropped to zero and the traffic of the site will drop drastically,so what use will link from this type of site do to your site/offers when the pr is zero and little or no traffic,it is of no use even if the site is do-follow it means nothing.In fact in some ways i'm of the opinion that those type of links are harmful to your site because those types of site are likely to have been penalized by the search engines especially google.So be careful of getting links from those sites.

There is no point in generating backlink from a forum that does not have traffic and activity or a blog/website that do not have fresh content for a long time and also does not get visitors. The backlinks from dead forum and website harm your website. backlink should always come from a website that is ranked higher on search engines and also has a good traffic.

I have read in several discussions about high quality backlinks that you can get it by posting your link on popular websites. The more traffic that a website gets, the better it is for your backlinks. Now, if you post your website’s link on a dead forum then who can read it when there is no traffic? It clearly means that a dead forum should be avoided when posting your backlinks.
