Honestly the easiest way I found to structure this is to stop thinking of it as "one SEO package" and split it into layers instead.

Start with what you'll actually deliver each month - for me it's usually a Tier 1 batch (the higher quality, more targeted links) and then a Tier 2/3 layer that supports those Tier 1 links rather than hitting the client's site directly. That split alone makes the offer way clearer to explain to buyers.

Then just be upfront in the description about quantity, delivery time, and what "tier" means so people know what they're getting instead of assuming it's all pointed straight at their homepage. I learned that the hard way early on lol, buyers get confused fast if it's not spelled out.

Also worth deciding early whether you're doing recurring/subscription pricing or just repeat one-off orders each month - subscriptions need a higher seller level on some platforms so check that first before you build the whole offer around it.
