I am a Level one seller, and rarely gets an order.
Is this some thing to do with my level? Does the level 2 and level 3 sellers gets more orders than the level 1?

User level has nothing to do with how many orders you receive, obviously higher level users are trusted more, but you can make plenty of sales as a lower level.
Getting a lot of orders on here all depends on selling services that users want to buy. For example submitting a website to search engines can be done with ease completely free, same thing with keyword research so why would someone pay someone else to do it besides being lazy. Some users that have enough knowledge in SEO will even find these types of services pointless.
So I recommend you try to sells, services like, web traffic, youtube view & likes, Facebook like, etc...

Sure, but the problem is, how you will get the Level 2?!!!
You have to focus on how will your work look, and how you must communicate with buyers.
Step by step miss
Here is a tip:
Use your affiliate link and promote your services online.
Below is a link for one of your services. Get your affiliate link in the affiliate section (under seller) and insert it into all of your actual service links then start posting your services online. see bolded section of link
You can then also track affiliate clicks/traffic in the affiliate section. Another bonus is that if you get a sign up you earn commissions even if they don't buy your service.
The hard part is to find the correct demographic or people looking for your services. Test many different markets, where you are posting and track your successes with your marketing campaigns to see if they are working or not. Do this for all of your services and you will get more eyeballs on your services. This translates into sales.
Also, don't be scared to adjust your titles, text or pictures. However, I would focus more on the service text! Tell the user what you will do for them in detail! You goal is to answer every question they have in their mind. This way they can confidently purchase when they are ready.
