Well basically you submitted fraudulent information to Google about your address. You stated that you were based in the US, when you are actually based in Saudi Arabia according to your profile here at SEOclerk. These discussions are not to be used to bypass other website's Terms of Service so to get help here to fraudulently aquire a US-based address or methods to get a PIN to verify a fraudulent address, or to figure out how to bypass Google's country information (which you didn't supply accurately) would be against this site's Terms of Service.

Google does not allow you to change your country, but instead allows you to create another payment profile, you can view the Google FAQ here:

https://support.google.com/payment...er/6220310?hl=en

Here's an excerpt from that page:

You can't change the country for an existing payments profile. You must create a new profile to use a different country. Creating a new payments profile in another country does not affect your existing services and subscriptions. They will continue to be paid with the associated payments profile.

I am using Adsense on my blogs and websites. However, I was not aware that we could have a new payment profile. Once I also had a difficulty in verifying PIN. MY adsense account said the PIN was sent, however, I never received. I requisted PIN there times, but never received the PIN. Then I choose a different option to verify my address. I uploaded Government issued ID and my address was verified.

I have also heard of several freelancers who failed to receive the PIN via the postal mail of Google Adsense. They seem to have lost the capability to withdraw the balance of their account because of the missing PIN. But I think there is a way like what you did in using a government ID. We are lucky that our PIN arrived safely to our home address.

Once you have selected a country, it cannot be changed. You can change your address in your adsense account but not your country. If you are not in the US but used US as your country, this cannot be changed, In order to receive money from adsense your address must be verified. Google sends PIN through post mail in order to verify your address. If you cannot receive mails, you can submit your address documents to verify your address. However, the document must be a valid document.

US based users don't have to get the PIN.As the users get the funds directly into the bank. And for this reason it's reasonable to make use of their service. I have found out that PIN based system avoids frauds. So it's not bad.

So OP could just use some US bank account to withdraw their earnings? Seems like a large loophole regardless to me. I was hoping that Google would've gotten away from the PIN stuff years ago, but apparently doing thing the hard way really is their forté.
