For those who develop websites on the Wordpress platform, is it still considered as programming, when coding is limited to a few scripts and snippets? Wouldn't it be more accurate to just call it website development?

Wrong. WordPress is built on HTML, PHP and JS, CSS. So if they want to do something in WP they have to write the code. You can't just upload plugins and themes and get things done. That also works out but not with every project. So web developers are those who know web framework. But that's something one has to understand while managing the code.
Maybe what your trying to point out here clara1993 is that "Web developers that use only WordPress could not write codes". Web developers could be different from web programmers. Web developers might use only content management system like WordPress while web programmers can create a website using hard coding or using cms. And overcast is correct, Wordpress is built on HTML, PHP, JS, and CSS. Wordpress developers are really web programmers.
Yes underneath WordPress you have PHP and CSS. So that pretty much does qualify for the coding. And there are coding positions available for this. So they are under web developer category. And as you can see there are people who do want to code into that. I personally think that it's reasonable to code into wordpress as it does have simple things like php, html and css. You can add JS too.
Programming is something similar but different. I agree with @overcast, it more "coding" when it comes to wordpress custom works. Developing is also similar but different thing. While css is more as designing Wordpress or stand alone websites.
Any person that uses word press for development or blogger is not a programmer and shouldn't refer himself as such, because 70% of word press users don't even understand simple HTML codes, but refer to themselves as programmers, this is really wrong. that's why i don't even acknowledge most guys who make use of Adobe dream waver, visual studios and all these softwares that requires little or no codes, as programmers. a real programmer starts from scratch or use a framework
Wrong. WordPress theme and Plugins require coding. And only developers can code them. Using and coding are two different things. And you're wrong that dreamweaver and visual studio does not require code. In fact you do all the coding inside them. And there is no such thing as real programmer and fake programmer. All that matters is what you can get out of them.
You are really wrong, it's either you didn't get my post or you are among those that use word press and call themselves programmer.
A programmer can use word press if he likes to use them. what am saying is those that the only thing they know is how to install themes on word press and setup their websites. and call themselves programmers? like wtf.
I read it correctly. Go to marketplace such as Envato, Freelancer and Upwork. You will find WordPress under programming. That skill of developing themes and plugins. This comes into programming. Installing theme and plugins is not programming. That's user not programmer.
And mind you i use both adobe dream weaver and i code websites in ASP.net mvc using C# in Visual studio. and i dare tell you that i can
setup any website without writing a single semi-colon(;),
cut me that crap. i know what am saying, when i say there are real programmers
and fake or self acclaimed programmers, and i know many of them. they
don't even know what an API is, talk more of interacting with it.
Anyone that uses word press(without the knowledge of how the codes works nor can they replicate them on a frame work) is not a real programmer, and does not even deserve to call themselves programmers
In my opinion, you can be called as a web developer even you don't know how to write codes and uses only wordpress or other CMS. You are developing a website in a way that you use tools to make it easier. And if you could write codes, then probably you can be called web developer/web programmer.
As a web developer, whether you just use CMS to develop website or do the hard coding stuff is okay as long as you are able to meet the clients specifications for the website that they ask you to develop. Both hard coding and CMS are used today. It is just practical to use web development tools that are efficient enough for your project, rather than doing all the coding.
I don't really understand your question, Wordpress was built based on PHP language and if you don't know programming then how you can edit or develop Wordpress according to your ideas.
Anyway WP is not dificult for everyone to develop modules as themes, plugins...etc
Website owners that use Wordpress and don't know even HTML and CSS tend to hire freelancers to do the customization for them. Available Wordpress Themes sometimes do not suit ones requirement so it needs to be customized using HTML and CSS.
I am no expert but I would consider most of what can be done on Wordpress as coding. I think that comparing what is done on there with coding and basic programming is like comparing an LPN to a surgeon. They are both in the medical field but one takes significantly more skill than the other one to perform.
