Social signals do count as a whole but Google always said it won't influence rankings directly as dofollow backlinks do.
So yeah, backlinks are still the most important thing you can get to improve your rankings. Along with best practices of on-page SEO getting quality, backlinks is among the most important factors you need to implement. Social sharing on Facebook doesn't count as SEO, it never did, Google has never taken into account your amounts of share as in implementing into direct ranking signals. So yeah, backlinks are still the most important thing you can get to improve your rankings.
