On some forums that I visit I will click a link and get a 403 forbidden code, such as on the sign up page or FAQ page. Why does this happen on such an essential page?
It could be because of cache issue or you are trying to access a site in IE . if it is cache issue, then refreshing a page should resolve the issue and if you are using IE, then even god can't help you!

Come back later. Once you've verified that the page you're accessing is the correct one and that the HTTP 403 error is being seen by more than just you, just revisit the page on a regular basis until the problem is fixed.

There are so many reasons it does so, it might be cause of your network provider, or because the site was experiencing maintenance at that time.

it can be an issue with htaccess, file permissions or your hosting provider security setup..
