Nowadays, the maximum is 1% IMO ESPECIALLY if you have an EMD.

The recommended keyword density is 5 percent. In other words, for every 100 words you write, you can use 5 keywords. In a 500 word article, you can have 50 keywords. If you use more than 5 percent keywords, it is called keyword stuffing. Keyword stuffing is a black hat SEO and is not liked by search engines.

When it comes to the density of the content regarding the inclusion of keywords I have come across different numbers from 1% to 5%. But I guess we should just be discerning and we know that we are stuffing keywords when we are writing the content and intentionally putting in too many keywords. The best thing is to write naturally and shed off the idea of SEO so that your content will look good not only to the search engines but also to the readers.
