Is freshness an important signal for all sites?

In this SEO video, Matt Cutts discusses the importance of 'freshness' for SEO. He mentions how freshness might be important for a hot topic (such as breaking news) but less important for evergreen materials (how-to's/tutorials).

I mean, yes. Exactly what he said. If the content is not something that changes rapidly, and the site has indications of authority, freshness means jack. The way you prune an apple tree is about the same as it has been since the 10th century so having an article from last week versus 1984 doesn't matter. Unless you just bought a new electric reticulating saw and want to use it in a way where you keep all your fingers, that is. Which is to say-- it does depend whether you are saying and old thing about and old thing, or a new thing about an old thing.

Pardon me if my assumption is wrong about freshness. My understanding is the fresh issues that you will upload to your website. For example you are a blogger with a niche about food. If there is a new issue in food like the GMO and organic thing then that is a good SEO material. But if your post is just about the ordinary GMO then that is not fresh at all.
