    Just go back to the basics and publish very lengthy, high quality articles. Good content never goes out of favor with Google.

    If your site effect by Penguin then first you need to check your webmaster and backlinks. because you have low quality sites for your website. so first you remove them. if you remove your bed links then your site is up on Google.

    Follow basics rules of SEO. Foremost thing you should do is to write unique, quality articles and publish on your site. Make sure you double check if that article is not copy-pasted from other site. Build backlinks only from relevant sites/blog. Do this for 2-3 months sincerely, I'm sure you will see improvement in your site ranking.

    You have to work on content development mainly to overcome this problem, also if there are unnatural links then start building natural links from now so that it would neutralized the effect.

    Generic, as in 'click here'? I've seen lots of those types of links recently on blog comments. Maybe Google is lashing back against overly optimized anchor text backlinks.
