Google Penguin’s objective of removing any unnatural source of high rank from Google search engine reinforces the search engine’s stance that paid backlinks should be avoided. A severe penalty of de-ranking or even removing your site from the index entirely can be the price ultimately paid for purchased links.Purchasing backlinks is rarely a good idea and is definitely not considered a white hat SEO technique.

I think.this is the most widely violated rule, a lot of people are doing backlinks on sites and in forums which doesn't have any relation to their site.

Don't backlink from forum pages or blog posts that don't directly relate to your niche.

Expanding on your idea, see if you can get a link within the forum post and ensure that the post containing your link directly relates to your niche, meaning the text of the post is about something similar to your blog.

You should always try to get organic backlinking. Organic backlinking is when someone links to your website voluntarily. Secondly, you should always backlink to authoritative sites and quality sites. These are thinks to consider while backlinking. Thinks you should avoid are:
never link to spam and scam sites.
Excess backlinking will harm your site, therefore, avoid too much backlinking

I do agree that backlinking to scam sites might give you negative resulta. Sticking to high authority sites is still the best way of getting positive results from your backlinks.

Most of the webmasters are in hurry to get backlinks that they start backlink with any sites that they come across. However, building a lot of inferior backlinks is even worse than not having any backlinks. You should always try to build backlinks manually. If you cannot build backlinks, try promoting through social media and generate social signals. Social signals also help in site ranking.
