Cloudflare claims to be able to block up to 90% of DDOS attacks. There's no way to say they could block every attack or even that much, considering the sophistication of some attacks on a site or the massive quantity of people accessing your site at any one time.

As you may have noticed, Cloud Flare offers multiple plans. Every higher plan would enhance your sites security. However, if you are getting targeted by DDoS attacks that may go up to 600gbps of power, then they won't be of use. Migrating your server could help, but requires quite some work.

You might heard of Prolexic, http://www.prolexic.com/, the world most trusted anti-DDoS and migration service. Very expensive tho!
