Have you tried either Blogger.com or Wordpress.com for blogging? With Wordpress, you get all the benefits of using the Wordpress platform but on a hosted site, so you get free hosting and don't have to worry about hosting or server issues. Also, you can get a domain name to match your site's name, directly from Wordpress.com site. They are very good to use, especially for the novice blogger.

Do they allow links to other sites such as ones which market products, or just backlinks but not of a promotional nature?

You can link to other sites like that, but you just can't monetize the blog itself with banners and affiliate links.

I think as far as the monetization is concerned, it'd be fair to use the WordPress.com instead of blogger.com. You can find that blogger.com has lot better options and also monetization is quicker compared to wordpress.com. Also it can have around 1-5GB of data for the blogger. And that alone is more than enough for getting some serious output out of the blogging. I personally think that wordpress.com is not worth it for monetization.

I have used wordpress.com in the past. Actually I had blogs both on wordpress and blogspot. However, I got tried after sometime thus deleted my free blogs and concentrated more on writing sites.
One advantage that blogspot has over wordpress is monetization option. You can monetize blogspot blog with adsense but not wordpress blog.
