goto : ctrlq.org/sandbox
type in the website address ... select any particular country or leave the option as it is " select country " ( it will be general to the entire world )
click " preview ads "
if the page shows any ads ( be it banner or text or video or any ) then the site is not banned .... if no ads shows up then the site is surely banned ....
it will show ads too if the site is not indexed by google too .... i think this is a sure shot method for ur problem

well the best way to check if any domain is banned by google is just enter the domain name at google and see if any results are appearing in the search results also check the whole urls of any pages of that domain, if it not comes in the search results... then the domain is 100% banned by google.

You missed the big part. I dont own the domain. I want to know if it is banned previously, before i buy it.

^ Google doesnt show results for the site which was never indexed too. This doesnt make sense

I am not an authority on this subject by my take is the simple search of the domain name using Google. If the site has an issue with Google then I guess it will be noted in the search list otherwise the search list will be normal with the link of the domain name. It is a good measure to always search the domain when checking even websites that are for sale just to be sure of the quality.
