Small php script, for Joomla CMS Website

Please let me know if you can do this. It is for a Joomla Website.

Below is what we need:

A) Anyone who log on to my site, will be able to:

1) Submit random image to Database AA on my website.

2) They also can randomly Select 2 Images from Database AA.
Vote for the image they like. Then

3) Randomly select 2 New images from Database AA, not including the first 2 images above
Also vote for the image they like.

Repeat above steps until all images in the Database AA, have been compared 2 at a time

B) At the end of the competition, the images in the Database AA, will be listed by the number of vote each image received.

1) Can you write this script
2) How much will it cost
3) How long will it take
