Refunded Money doesn't show in available balance Answered

I refunded like 4 5 Orders and it has been weeks and still it doesn't show in the available balance.. but it shows in balance

    Please Help!! Can't create new SERVICE Answered

    I didn't know the Seoclerks rule before and i send some mass messages and I got Infractions but now it has EXPIRED and I still can't create new services and send message to my clients.. PLEASE HELP
