Cleared means the transaction between the seller and buyer has been completed and is waiting to be moved to your available balance, I assume SEOClerks moves all the users cleared funds to their available balance at the same time saving server resources.

As you can see balance in cleared section in just about 24 hours that is max time you will see that amount in your available section measn you will be able to withdraw that money,,
