Is SEO for small businesses the same as SEO for larger businesses?
Yes, SEO is the same for both small and large businesses and their websites. SEO is universal and the same principles and rules apply for both small and large websites. A small business with a simple 3 page website will need to adopt the same high quality SEO on it (both on-page and off-page) as a large 100 page website will need to adopt. Obviously bigger more established sites might not need as much as smaller sites will need but they should still have the best highest quality SEO done on them just the same.

I think the discussion is about the small business and the large business but not necessarily the big website and the small website. With a small business there can be so many pages in the website if the owner is prolific while in the big business it does not necessarily mean that it has so many contents because that would really depend on the niche of the site and also on the style of the operation.
it is for both
There is nothing such as SEO for a big company and SEO for a small company. The same tactics apply to all websites, irrespective if their size. Whether your website is small or big, you will have to use keywords, build backlinks and have a good interface.
I guess the SEO we are talking about is the search engine optimization. In that case, the optimization doesn’t classify the website. Like putting in contents to a small blog or contents to a big business blog, they are practically the same when it comes to the search engines. I don’t see any delineation of treatment for the big or small business when it comes to search engines because they have their own algorithm and requirements.
