Unable to Upload service tools and documentation

(1)During submitting my service here , i didn't get any option for upload my service and it's documentation. If I am unable to upload my service tools and documentation files , then how i will sell my service .(2) And I didn't get approval for my first service. Please help me to solve these two problems.
