We know that a buyer can create custom order from seller's profile page.
But is there any way to create custom offer by seller? Some of my client asked me to send them offer.
How can I do that, then?

Only buyers can create custom offers, at least for now. Though you can bid on a Job and then send that bid to any buyer.
