You could try linking your debit or credit card to PayPal first and see if it helps. Usually with online international transactions, you don't need to call the bank if you're going to purchase online. But I would try and call the bank and see if you have any outstanding unsettled balance or problems first.

Yeah as I have said much better to call the bank. I am sure they could able to explain to you what is really going on to your account.
I would have to agree with you on this. Try linking your credit card or debit card however make sure that their are verified so you can do online transactions.
Yes I agree on this because I have tried before linking my debit card to my PayPal account and uses it for sending payment or purchasing online as long as it has a balance in it. I can freely used it without any hassle and delay since you can now check through online if your debit card has a balance on it. It should always be regularly checked if it is still working or not.
I also use a paypal link and no issues have been raised so far in how I operate. In any case I would always rely on ionicware support team to offer the next cause of action.
Think you should call your bank and raise that experienced of yours. Maybe you need to link something in your account so you would able to use it.
From what I have discovered reading in between comments above and below, the posters debit and credit card was being used to try and link to PayPal, and from what I understand the bank cards aren't allowed to link to PayPal. There are some banks over here in my country that aren't affiliated with PayPal, so there is no way such bank cards - Debit or Credit card would ever be linked to PayPal.

Hi there, If you are trying to pay via Rupay card, Then Rupay card will not work, If you have any Visa OR MasterCard, So try once, If Visa or MasterCard also showing this error, Contact your bank, And activate international usage service in your card. It's free of cost.

She has a point. The merchant might only accept Visa or Mastercard as payment. Check your card if either of them has it.
Please take note that there are some parts of the world where PayPal services isn't available and there is no way the bank credit or debit card of such places be acceptable and linked to PayPal account. So, the first thing to do is find out if PayPal services is available in your country and if yes but the bank card still won't link to your PayPal account, contact your bank.

Exactly! The only best thing to do is just get prepared and visit the bank because they are the ones that have the full power to solving the card problems. Debit or credit cards can only be issued and canceled by the card issuer, so they can sort it out and have the card functional once more.
Well, just like you pointed out that you received a message from your bank the card was declined, so it's the obvious reason why you can't carry out and complete any transaction using the card. Exactly, there are lots of banks issued to bank customers but not all of them are used for international transactions. Normally, it happens to depend on the type of account the card is issued from, if the bank account is meant to work on regional reach, there is no way the card issued to the account will work for international transactions.
I used to work for a bank (albeit not in India) but a common issue when people were trying to do international transactions was that the card wasn't enabled for foreign purchases. Definitely double check that side of things first. It's a common problem that happens quite a bit for certain countries.

The problem with credit cards and debit cards from banks sometimes is that they don't want to be used in transactions they aren't partnered with.

Maybe you should try to apply for another debit card from another bank or just shop to the online stores indicated by your bank. Maybe you should try another digital wallet that will work with your bank.
I think credit and debit cards both are supposed to be enabled for the overseas shopping. So you may have to check those settings and see if that one applies in your case. If it does then make sure to enable that. And you'd be able to use the card with paypal or any other payment processor. I think there has misunderstanding about the account you have. If written in your card is for international also then you could use it for international too. I can tell that the problem is maybe your bank accidentally or intentionally labelled it international to just promote their bank.
If your card doesn't work for foreign transactions, then try to get a prepaid online card. Usually you can do it by asking around which platform in India offers them. You can also ask your bank to allow you to use it overseas. It might take you to pay extra fees for the service, but eventually it will work out.

I agree with you guys. Its really best to communicate first with our bank get to know if they are trying to update something or it only got delay so they can fix that for you. Its better too just like what the other recommend here by using Paypal. You just need to link your card and Paypal always gives out step by step on how to do it. Any minute you are going to receive email from them to make sure if the procedure you made are already successful.

Can't buy with debit or credit card why: In my previous work, we also had a customer who encounter same issue in her credit card even her credit limit is higher than the amount of the item she want to purchase, we thought that our terminal has a problem but when we transac other transaction we made it successfully so meaning the problem was her credit card, everytike we encounterd such error after two times and nothings happens we usually suggest a customer to make a call to her bank and she did it. After the call we all know that the bank is the one who block the access because they found transactions in her card that may not from the owner.
