Unfortunatelly not. That's because search engines know that sites with many backlinks have something important to say and are popular. For example, how would we know celebrities if not constantly sponsored by media?

Same thing applies for websites: if your site has many backlinks then people are talking about it and you're getting popular.

You need backlinks, however, more than backlinks you need contents. There is no point in generating hundreds of backlinks to a site that does not have any content. If your website is content rich and these contents are unique, have 3-4 focus keywords, that have high search hits but less competition, you can still rank top on the website. I have an experience of ranking on the top with no backlinks.

First, you have to define the meaning of succeed for the website. If you mean traffic, I would say yes, backlinks can be ignored. Let’s say you have a blog, the contents of the blog is the most important. And if you frequently post fresh contents with good quality then it can cause the search engine to give your website a good rank in the search result. And if that happens, you get new visitors to your blog most of the time.
