I guess you have a good logic there because the only place that you can promote your website in Chinese is in Chinese websites too particularly social media. Although Facebook is banned in China I know that there are Facebook Groups by Chinese and all you have to do is to search for those Groups in Facebook and try to post your promotional blurb there. Good luck to your Chinese website.

I have a friend who has a website for Filipinos. What he did was to promote his website to Filipinos by using his social media account. In SEO work, his website has the advantage for local SEO since his website is in Filipino. Likewise with your Chinese website, it will have an advantage with local SEO for the Chinese users. You also have to promote your website to Chinese groups in Facebook.
