    "Black Hat" search engine optimization is customarily defined as techniques that are used to get higher search rankings in an unethical manner.

    so it is upto you to consider it is a legal or illegal.

    That is true. When you use activities to get a higher ranking in unethical ways then that is considered blackhat. One of such activities is using bots to fill the internet with your backlinks or perhaps stuffing keywords like putting in 50 keywords in one web page to ensure that it gets the attention of Google for consideration to the search list. Just avoid doing SEO work that you are not sure if legal or not and you will be on the safe side.

    Its illegal in front of Google but on country laws i think its not.
