If Spam doesn't work, then why does it rank?

\I've seen a few videos on Google search results that have a list of spam keywords under the video in the description area. By definition a list of keywords is spam.

People say that spam doesn't work, so how do these videos actually rank?

That kind of spam maybe doesn't work well when visitors see it, but obviously it helps in ranking, with all these keywords. Funny but true

The topic is also my question because I had been searching for some videos lately and I have noticed that some videos with millions of views have a long list of keywords. That findings made me wonder because from the discussions here, I have learned that keyword stuffing is shunned by search engines. Now how can those videos get millions of views if the search engine is not working for their keywords?
