Basically it devalues anchor tags as backlinks and focuses more on the words in the paragraphs surrounding the link as an indicator of what the site being linked to is about. Some sites that are not specifically targeting keywords are ranking well for them (such as open site explorer) because other sites are using keyword descriptive paragraphs/text to describe those sites. Sometimes the sites are linked to, sometimes not.
