Do you use bulk mailers (offline) to advertise your forum or blog?

If you have a local site that caters to the community, it might be helpful to use bulk postage to mail out flyers and other announcements to a mailing list. At least, assuming you can get hold of a good mailing list with prequalified leads.

I have received similar mails before, but not on websites, rather various products.
And as always, they are mostly going to the trashcan. And I can see that any similar attempts might be a little hard.

Would it make a difference if it was for a local service such as a restaurant that also had a website where you could see their menu? For instance, in our local area, there's a Chinese food restaurant that sends out menus/mailers and stamps it with their website address. You can go online and print coupons to use locally at their restaurant.

The mailers I have received offline usually advertise local shops and pizza places and have coupons. These are saved for a rainy day, just in case I don't feel like going out and can find someone who will deliver what I want.

I am using the Mailchimp free plan and for my blog that is working out. I don't think the blog needs any specific mailer plan. I hate the mass mail planners. Because those are often on the corners of the spam. And that's something hard to get rid of. You have to understand that some of the time advertising your own content in this way can't be a good idea. Instead you have to properly collect the users and then push them through mailchimp like schedulers.
