    on one site i use an option BUYER REQUEST to see what buyer needs

    then i contact them

    or send him my offer

    is it possible here

    The Want To Buy section is the only option for this. You can check it out here. If you are interested in the job, you simply place a bid. I suggest that you don't message them before they contact you, as that would be seen as spamming and they will report you accordingly.
