Joomla might be an option for you. There are some CMS or content management systems that will allow you to set it so that users can submit videos or images. However, Joomla and Drupal need programming skills. An easy option is wordpress. Instal wordpress on your domain and allow for creating account. Yeah, I think the easiest way to solve that problem is Wordpress. However, you need to be adept with Wordpress because it is not that easy to use although users are always saying that it is the easiest software for blogging. Maybe you can check some sites with multiple bloggers inside.
