I look at how long the person has been on my forum and how much content they have already contributed. If I see they are really interested in the site enough to be there without rank, then I'll promote up one level to a limited moderator duty to try them out to see if the job is a good fit.

Attention to detail; good forum posting skills and constantly reporting spam posts. All these traits are important for a forum moderator. Also, someone who is always on the forum anyway. You need someone with a flexible schedule who can be there even when you can't.

I like promotion forums for advertising a staff job as they always net very experienced staffers for the forum.
