Do you let forum members close threads, such as locking threads or deleting replies if they started the thread? This type of self moderation could be useful if you have a small staff.

You might run into the situation where a forum member starts deleting replies from others he doesn't like. And, this can happen when a forum feud is raging. Only allow trusted members the right to delete threads or replies as this can help your forum and allow you to have added staff without having to assign titles or rank.

If you trust someone on your forum to close a thread or delete spam, you might as well promote them up to moderator. Though maybe you don't want to do that if you are already over stocked on moderators and just prefer to have a good ratio of mods to members. For that situation, you can simply add them to a group of users that has mod powers without the title.

If you would allow members to do those functions then you wouldn't need moderators anymore. But that setup where any member can lock his own thread is not healthy for the community in general. Being very lax with members can cause issues like getting even by locking his thread or deleting comments on his thread. Those functions are the domain of the moderators.
