What are the penalties for cyber bullies?

Cyber bullying is getting more attention in the spotlight lately, especially after numerous tragic Facebook incidences. A site owner might be held responsible if they choose not to stop the bullying of members on their site. What should the forum owner do to discourage cyber bullies?

Cyber bullying is a federal crime and if someone is caught/convicted of this offense, they are likely to spend real time in prison. This is a very serious offense.

Cyber bullies should be banned automatically from your forum before you get sued by angry forum members. Not to mention how forum owners who tolerate bullying will lose credibility with their community.

Over here, I have read in the papers that cyber bullying is a crime and that you can be jailed. However, it is not clear what cyber bullying is. I have heard of cases tried for cyber bullying and the only penalty that I saw was the public apology. Maybe our law is still fluid in its implementation because it is like a test case for now. Perhaps it will take years before cyber bullying can be treated as a real crime.
