What are some reasons you would shut down your forum?

If I was no longer interested in the forum or didn't think there was any possible way to revamp the forum or send it in a new direction, then I would most likely delete the forum. Though I'm sure I would keep the datasbase just in case there was some way to merge it with a future forum.

If you run out of money to afford hosting, you might want to shut down your forum so that you can recoup your losses and move on to a more profitable venture.

If you don't like the subject matter of the forum anymore, you might be better off shutting down the forum and then opening another one that you really like more. It would be worth so much more of your useful time to invest energy and resources into a forum that is about a topic you love.

First reason is an stagnant forum. When there are no active members and no new post for a month, that is tantamount to a dead forum. Another reason is when the forum is anemic, just very few active members, and the forum is not earning or worse, it has become a great liability then it's time to close shop. My understanding of a forum is the business side that it is created for the profit. So if the forum is not earning for a long time, it is an exercise in futility.

The major thing that might make me want to close up a forum is the issue of not having members contribute as better as I would have wanted them to contribute. I mean once members stop making valuable contributions, then it is time to make amends by closing down and launching back with some adjustments.
