Be sure you have clear guidelines on your forum for all staff, mods and admins, as to when/why sticky posts should be created. As site owner, you might be in a better position to know if a thread needs to be stickied.

Most times, mods and admins can create a sticky post. However, you should limit this ability as many more sticky posts than needed can be created by an over zealous staff member. And, then those sticky posts will just take over the page and all new discussions will get pushed further down out of sight.

Awhile back, I visited a forum where every subforum category had at least ten sticky threads and it was time consuming skimming down the page to get to the newest posts. And, this happened on every page not just the first.

I would say that they can as long as they know what is expected of them and such. Never give something to someone without a list of rules to be followed.
