Should you close pinned topics to comment?

Whenever you post a pinned topic (such as site announcement, rules, contest, etc), do you allow comments on that thread or do you close it to comment?

Such as allowing comments where members ask for clarification? For instance, when you make a pinned topic about signature line rules, it might be helpful if others could post there asking for clarification and also just in case the rules change, you can simply update the thread.

I like that idea Beverly. If rules change and there is not a way to ask questions, how will they really know what to do?

On a very large webmaster forum where I posted, the signature line rules thread stretches on for twenty pages with comments/updates made over the years. It's good to have a single thread for rules with no comments and then open up a thread stating the rules that allows for commenting. This might be a better way to keep forum rules thread clean and easily accessible to visitors/members.
