Why are some forums spammed heavily?

I've been to some very big forums that have many old spam threads that were not caught by moderators. I think it's easier for spammers to cover up their spam activities if the forum is very active and gets many new posts every hour; then spam threads are pushed to the bottom of the page or onto the second page where it's missed.

Maybe this is one reason you will find so much spam on some forums. What are some other reasons a forum could be spammed?

I guess a large forum that doesn't have persistent moderators would be easy to get by with. Forum spam is so bad now.

Forums that are too large will have more spam. Others reasons are forums that do not get the attention that they need from the admin.

Pardon me if you are a moderator but identifying spam posts is the primary duty of a moderator or at least one of the duties. When a spam post escapes the notice of a moderator due to so many posts at the same time, that’s all right. But when so many spam posts are being hidden by the dynamic posting then a method should be devised to control it. First is to note down the name of the spammer and probably inform him of his wrongdoing which is not welcome to the forum. And if he continues then banning follows.
